Are you sanding to level the surface?
Then I wouldn't recommend it.
If you're sanding to re-paint,
you can rough it up lightly with sandpaper without breaking through the coat.
Or just use a good primer instead.
A finish coat will adhere well to a primer.Can you sand enamel paint?
Yes but wear a mask if its old paint it may have lead in it
