I stored my washing machine in the garage for a few months and it must have got damp. The side panel has badly rusted.

Rub it down and paint with white hamerite or radiator enamel
The paint is baked on enamel. The only option you have is to sand the rust then put 1 coat of primer, then a couple coats of paint.
