Try baking soda. Mix it with a little water to make a paste and use a plastic scrubber and scrub with that. If that doesn't work then try liquid Comet on a plastic scrubber.

Just about everything comes off an enamel stove with a little soaking with water unless it's baked on around the burner rings. Baking soda or any gentle abrasive such as Vim will work. Those green scrubby pads are good but don't scrub real hard.
