How to remove enamel and acrylic paint from a cement statue?

I'd like to repaint a statue that has mostly enamel (is chipping off a section from being out in the weather), but also has acrylic paint on it? I'm pretty sure it's a cement statue, because it is an outdoor statue, and about 20 years old.How to remove enamel and acrylic paint from a cement statue?

Pour paint thinner all over the statue then scrub it with a tooth brush.
i'm no professional. maybe try sandblasting. be gentle tho, if there is such a setting on a sandblasting machine. cities use it to get rid of graffiti and the building still stands. good luck to you.
