Paint stripper and a bristle brush to avoid scratch the metal.

A lot of paint stripper is toxic - so try and find some bio-degradable safe stuff.

Greensolv Paint Remover

Originally developed for military and aerospace use, this stripper has no caustic chemicals (such as commonly used methylene chloride, phenol, formic acid, hydrogen peroxide or ammonia), yet remains highly effective on varnishes and paints (epoxy, alkyd, oil, urethane, ethanol and latex based).
