that's the idea behind enamel- it lays a thick coat- as long as you prep the area first- get all the rust and paint chips off first- its good to go- primer wouldn't hurt to do first-Is all Interior and Exterior Enamel Spray Paint rust proof?
I primered my left fender on my truck, and never painted it. It has been like that for 6 years, and there is no rust at all.
