Whats the best way to get rid of enamel paint on a plastic surface without damage? Particullarly testors paint

You can't - both the plastic and the enamel paints are based on petrochemicals, so will have formed a fairly permanent bond. Using nail polish remover or an alcohol based substance will lift it off the plastic, but will expose the damage caused by the bonding process.

If it's at all possible, could you replace the plastic surface or possibly apply a suitable colour of paint over the surface.

that may be tricky, if model paint is applied to a model, and you're trying to remove, acetone or nail polish remover may work, but the surface of model with have scars, possibly if dry, you could chill and crack off in pieces, if painted on a painted surface of plastic like a cd player, it most likely will peel original paint off, and would need repainting,

UM . . . . . .

TAKING THE PLASTIC OUT! EASY AS THAT!
It is made for plastics..so..you are in trouble. Doing it mechanically is the only safe way. Any solvent or heat treatment will damage you model, at least I suspect that is what you are talking about. With a little luck you can chip it off with a scalpel.
